Review Procedure for Manuscripts Submitted

Preliminary consideration. After the article is submitted to the editorial board, it is reviewed for compliance with the formal requirements for formatting (relevance to the journal's subject matter, literacy of the article's language, compliance with the scientific style, text formatting, content and scope of the abstract, correctness of the list of references, etc.) In addition, the submitted material is checked for plagiarism. If the decision is favorable, the article is submitted for review. If there are comments at this stage, the article may be rejected or sent back to the author for revision.

Reviewing. The purpose of peer review is to improve the quality of scientific articles published in the journal by evaluating materials by highly qualified experts.

The review procedure carried out by independent reviewers is anonymous for both the reviewer and the authors: the reviewer does not disclose the personal data of the author(s); the author(s) does not disclose the personal data of the reviewer.

The reviewers (both those who are members of the editorial board and external) are domestic and foreign scholars who have published scientific papers on the issues raised in the article.

The journal provides a blind peer-review process, and the editorial board agrees on the positions of reviewers regarding the acceptance or rejection of manuscripts. Preference is given to articles with the highest degree of evidence of scientific and practical results. 

Review of the article by the editorial board. After receiving the review, the executive secretary submits the article for consideration by the editorial board, which makes one of the following decisions:

— approve the article for publication without changes;

— return the article to the authors for revision with subsequent re-review;

— reject the article.

The author(s) are notified of the editorial decision. Articles that are subject to revision are sent to the author listed first in the list of authors, together with the text of the review containing specific recommendations for revising the article without specifying information about the reviewer. 

The revised version of the article is sent for a second review.

The final decision on the publication of articles is made by the editorial board of the journal.
